C. Jay Ingrum founded the Ingrum Law Firm, PLLC in 2023 after practicing for 23 years with his father, Bob Ingrum and his father's longtime law partner, John R. Phillips, Jr. at Phillips & Ingrum since 2000. Previously, Jay worked in public relations, law and insurance. Criminal law, family law/domestic relations, personal injury, probate, juvenile law, and collections are the focuses of his practice. He was BV-rated for Very High Legal Ability and Ethical Standard by Martindale-Hubbell in 2009. Jay became a partner at Phillips & Ingrum on February 1, 2021 and listed as a Rule 31 Family Law Mediator in July 2021.

Jay has earned a B.A. degree in Speech Communication from the University of Tennessee, and graduated with a Juris Doctor (J.D.) degree from Nashville School of Law in 2000. He was admitted to the bar in Tennessee in 2000.

While in college, Jay served as Vice President and Risk Manager of the E.O. Zeta Chapter of Lambda Chi Alpha Fraternity. Jay received the Lambda Chi Alpha E.O. Zeta Stephen C. Boyd 110% Award, the highest honor given by his fraternity's local chapter. He also served as a Peer Mentor at the University of Tennessee at Knoxville in 1991.

In the legal community, Jay served as Secretary (2009), Treasurer (2010), Vice President (2011) and President (2012) of the Sumner County Bar Association. Jay is a member of the Tennessee Association for Justice and the Tennessee Bar Association. He has also served as a Volunteer and Peer Monitor for the Tennessee Lawyers Assistance Program. Jay Ingrum was one of only thirty-three (33) lawyers statewide to be named to the Tennessee Bar Association's 2016 Leadership Law class. Leadership Law is a 6-month leadership training program in its 13th year that is designed to equip Tennessee lawyers with the vision, knowledge and skills necessary to serve as leaders in their profession and in their local communities. On June 17, 2016, the members of the Tennessee Bar Association's 2016 Leadership Law class voted to award Jay Ingrum with the Tennessee Bar Association's Leadership Law Larry Dean Wilks Leadership Award. The Larry Dean Wilks Leadership Award is given to one member of the Leadership Law class in recognition of exceptional leadership qualities that enhanced the Leadership Law experience for all class members. Also in 2016, Jay Ingrum was named a "Besties Finalist" for Best Attorney in Sumner County in the Main Street Besties Awards voted on by readers of the Gallatin News, Portland Sun, Hendersonville Standard, and the White House Connection. Additionally, Jay Ingrum was voted the Best Attorney in Sumner County in the 2016 Toast of Sumner County Reader's Choice Awards voted on by the readers of the Gallatin News Examiner and the Hendersonville Star News. Finally, Jay Ingrum was voted the Best Attorney in Sumner County in the 2017 Main Street Awards as voted by the readers of the Gallatin News, Hendersonville Standard, Portland Sun, and White House Connection.

In the community at large, Jay has served as President of the Greater Gallatin board of directors (2011-2013), Treasurer of Ashley's Place (2010-2011) and President of the Gallatin Lions Club (2005). Jay served as a Sumner County Anti-Drug Coalition Board Member, a member of the Gallatin Community Enrichment Committee, a member of the board of directors of the University of Tennessee at Knoxville's Nashville Region Chapter Alumni Association (Legal Counsel 2016), and tutored children at Children Are People. Currently, Jay is a member of the Gallatin Lions Club, the Gallatin Chamber of Commerce, Compass board of directors (Vice President in 2015-2016 and President in 2016-2017 and in 2018-2019.) Jay served on the board of the Green & Gold Foundation and participated in organizing their first annual Green & Gold Gala benefiting Gallatin High School in 2019. Jay's community highlights include graduating from Leadership Middle Tennessee in 2017, graduating from Leadership Sumner in 2004 and being awarded the Lion of the Year Award from the Gallatin Lions Club in 2003.

Jay is a member of the First United Methodist Church in Gallatin, Tenn. In his free time, Jay enjoys spending time with his wife, Julie, and their two children, Ben and Jennifer Kate, supporting the Tennessee Volunteers, Tennessee Titans and the Green Waves, reading, hunting, fishing, and running marathons. Jay has run in both the Music City Marathon (2002, 2008) and the New York City Marathon (2003).

Jay was born in Quantico, Va.; he moved to Gallatin in 1976 when he was in kindergarten and considers Gallatin, Tenn., his hometown.
